Luanda, Angola's capital and a megacity, is a municipality within Luanda Province, which is largely co-terminous with the urban extent of the city. The province is subdivided into seven municipalities, including Luanda, Belas, Cazenga, and Viana. While the municipality of Luanda does not have an autonomous local government, urban planning and development for the area are centrally coordinated through the Luanda City Masterplan, guiding infrastructure and service delivery to support the city's growth and modernization.
